No fines for sponsors who do not renew health insurance in these cases

United Arab Emirates – The Abu Dhabi Department of Health (DoH), the regulator of the health sector in the emirate, has highlighted three cases where sponsors do not incur breaches or financial fines for not taking out or renewing compulsory health insurance coverage. These cases include runaway workers, illegal residents or the death of the sponsor.

In the event of a leak, the DoH has stated that no fines or violations will be imposed on the sponsor from the date of the leak report until the date of the rectification of the situation. Sponsors must provide official documentation evidencing notification of the relevant government entity of the worker’s flight.

Additionally, no fines or violations will be incurred in the event of the sponsor’s death, provided an official death certificate is issued and shared with the appropriate government authorities. Similarly, no offenses or fines will be imposed when persons illegally reside in Abu Dhabi without a valid residency visa.

In line with the DoH’s commitment to protecting the health and well-being of the Abu Dhabi community, the Department encourages all members to purchase and renew their health insurance subscriptions in a timely manner. Members can follow up with their health fund to ensure the continuity of their health insurance and access to integrated health services if needed while ensuring that they avoid penalties resulting from a failure to subscribe to health insurance coverage.

The DoH emphasized that Individually Sponsored Individuals whose incurred fines were paid between October 24, 2021 and the announced deadline extension on November 11, 2021 are eligible to seek reimbursement of the fines paid from the relevant health insurance company, noting that a grievance fee of 100 Dh will be deducted from the fines paid.

Last year, the DoH announced that the fine waiver for individually sponsored individuals who have not purchased or renewed their health insurance plan is valid through the end of 2021. Additionally, the Department confirmed that people who do not subscribe to a health insurance plan be subject to a fine of 300 Dh per month for each month not insured. This is in accordance with the provisions of Law No. 23/2005 on health insurance, its amendments and its implementing regulations.

It is crucial that all members of our community check regularly for the latest health insurance updates and renew their subscriptions in a timely manner – to ensure that they have access to the appropriate healthcare facilities when and if needed.
